Kathleen Ratcliff
Senior Policy Advisor to Commissioner Chang,
FERC
Dr. Kathleen Ratcliff is a Senior Policy Advisor to Commissioner Chang at FERC, where she is a subject matter expert in generator interconnection and transmission planning. She had a key role in developing and advising the Commissioner on Order Nos 1920A/B, and, prior to joining the Commissioner’s office, was a key FERC staff member on the development of FERC Order 1920, the generation interconnection reforms in Order 2023, and previous FERC orders on generator interconnection, IBR reliability standards, and others.  Dr. Ratcliff brings more than 15 years of federal energy policy experience at the Federal Energy Regulatory Commission, the Department of Energy, and the National Renewable Energy Laboratory.
